Starting in July 2004, thirteen fire departments in Volusia and Flagler counties joined together in an effort to find the best firefighters in the state of Florida. Beginning October 2005, Flagler County Fire Department joined this group to bring the total number of fire departments to 14. FESS serves as the first step in the employment processes of each of these fire departments.

To centralize the testing process for both new and experienced firefighters interested in pursuing a career in Volusia and Flagler counties.
